The Trapper in Red Dead Redemption 2 is a special merchant that can appear in several locations around the world, and will use pelts from Legendary Animals to craft unique outfits and gear for Arthur. The Trapper's primary location is a stall in the market at Saint Denis, but he will also set up camp in the wilderness as well, meaning you don't need to travel all the way from Colter to southern Lemoyne to sell your furs.
Riggs Station Trapper Location

This Trapper campsite is the closest to the Horseshoe Overlook camp, and most likely the first location you will visit. It is on top of the hill just northeast of Riggs Station in West Elizabeth.
The trapper has a camp near the north-west border of West Elizabeth. You'll find him in the hills near the map's edge directly west of Big Valley, or you can follow the river north from Owanjila Lake.
You can find the trapper in the woods of Roanoke Ridge, to the north-east of Emerald Ranch or south-west of Annesburg, directly west from Elysian Pool.
A fifth Trapper Location can be found in the far south-west region of West Elizabeth, far to the West of Blackwater in the region of Tall Trees. Follow the river that heads down Tall Trees, and look for where the road curves East to climb the hill, where you'll find the Trappers location. This location is only accessible after Chapter 6.

The Trapper has a variety of outfits, clothing, items, and equipment that he can craft if given the right materials. Many require pelts from Legendary Animals as well as perfect skins from other animals in the world.
In order to meet the necessary requirements, you must first sell the required pelts and hides to the Trapper. Afterwards, you'll find the Trapper will have the required ingredients to craft your chosen item - for a fee of course.
In the case of Legendary Pelts, selling one will give him multiple sections to work with - so one Legendary Bear Pelt can be used to craft a Legendary Bear Head Hat, Bear Coat, and Bear Ropers.
